Here's My Take:
What/who can raise someone's confidence:
5. GOD:
Who will God reassure?
4. Those who cast their cares upon him.
Reassurance comes in different ways, for different purpose and in different situation/condition. For example, the reassurance that comes to a woman when she was single and looking for a husband is different from the one that comes when she had gotten married but no issue for a while. Also, the reassurance that she got when she was looking for the fruits of the womb will be totally different from the one that comes when she gets pregnant. Etc.
Reassurance is a matter of when it's needed. Just like we've mention earlier; about three, those God will reassure.."those he chose to show mercy", "those who are weak but desire God's strength", "Those walking with God wholeheartedly" and now "Those who cast their cares upon him".
The reassurance that come from the first one is different from the second, same with all of them.
That you're reassured as a result of your commitment to the things of God doesn't mean you shouldn't cast your cares upon God when you have a burden. Because it's reassurance is different.
Conclusion:
Someone who is in need doesn't wait for solution, he goes after it.
