And he said, I will make all my goodness pass before thee, and I will proclaim the name of the Lord before thee; and will be gracious to whom I will be gracious, and will shew mercy on whom I will shew mercy.

What/who can raise someone's confidence:

Who will God reassure?
1. Who he chose to show mercy.
One could say that they mercies of the Lord are ceaseless and it's for everyone. Yes, you're right. But the truth is that the mercy of the Lord is based on God's chosen. He decides who to show mercy to. Many a time, I have to pray pleading with God to add my name in the list of those he'll show mercy, should in case my name is missing. God's mercy upon us is not by merit, it's by His will.
Those He'll Reassure are those in His choice of will. Not even those that positioned themselves or those that have attended heights, but those He chose. That's why you'll see a very wealthy man, but not with kids. Yet a poor man with so many kids. Not because the rich doesn't need kids and not because the poor merit having them. It's God's choice.
Being placed in God's choice of will is the best thing that could happen to anybody. Because you'll exceed where others stopped; you'll benefit more.
Conclusion:
A man's true strength of happiness is traced from God's mercy and not his pocket.
