During the Rule of Judges, in the time of Deborah, in Israel. A time came the two tribes went to war against their enemies. The Bible said "The rulers of Issachar came along with Deborah, and Issachar followed Barak into the valley. BUT THE TRIBE OF REUBEN WAS NO HELP AT ALL!
These two tribes went to fight, but the tribe of Reuben and the remaining tribes refused to fully participate. This is the reason why most nations are still behind their counterparts. Any nation full indecisive people, they'll never have one mind, and they'll never achieve a purpose.
