One of the prayers every Leader should pray is never to have complainers in his forum; if you have them more than one, you may regret being a Leader; your leadership will be on fire. Those guys can disorganize any organized group they found themselves.
They can easily form a team; they hardly work/walk alone. Infact, how they'll turn table against the leader will be magical. You may be thinking that all they can do is bark and nothing more; but you'll be surprised the way they'll change the game and turn the whole people against you.
