Fear thou not; for I am with thee: be not dismayed; for I am thy God: I will strengthen thee; yea, I will help thee; yea, I will uphold thee with the right hand of my righteousness.
Here's My Take:
What/who can raise someone's confidence:
5. GOD:
Who will God reassure?
3. Those walking with God wholeheartedly.
Walking with God is one of the most difficult thing to do as a human. For God is a spirit while human are human; there's no match between the two. So to walk with God, one need extra strength and courage to do that. God knew that before hand that's why he always encourage those that walks with him. This is one attitude God doesn't take for granted, because he knew the value.
Walking with God will always be difficult unless God intervenes. Any that wished to do that without God will never succeed; ofcuourse no one has ever done that before and non will do it now.
Reassuring those that walk with Him is what God does at intervals; at every step on the way. He doesn't wait till we ask for it before he does that. At any distance we've walked, He'll reassure us to continue and to remain strong. Because he knew that we are very weak, if he allow us, we'll go down very quickly. So to avoid that, He'll reassure us at every step on the way.
Conclusion:
Any time God stopped reassuring his people, there will high spiritual deadness
