6. Babylon: The nation of Babylon and King Nebuchadnezzar were highly recommended by God for the purpose of punishing His people. Not that they are God's servants, they serve other gods, yet God used them.
The shocking thing there was that they're aware that God is using them to punish His people. The Bible said "The captain of the guard told Jeremiah “The Lord your God has brought this disaster on this land, just as he said he would. For these people have sinned against the Lord and disobeyed him. That is why it happened." Jeremiah 40:2-3 NLT
It was that recommendation that made God call King Nebuchadnezzar His Deputy. I will gather together all the armies of the north under King Nebuchadnezzar of Babylon, whom I have appointed as my deputy. Jeremiah 25:9. Irrespective of that recommendation and Honour, God still dealt with him and Babylon.
Conclusion:
For God to recommend Babylon/Nebuchadnezzar and still punished them for their sins clearly explained Ezekiel 18:20a. It means that anyone can be an instrument, and still end up in hell
