Here's My Take:

WHERE TO FIND SAPPHIRAS ?
2. OFFICE: One of the reasons why politicians do whatever they do thinking that nobody will do anything to them is because majority of them are SAPPHIRA. Irrespective of different parties, almost all of them share same motives.

You can handpick a few that is different in motives. But all are almost the same. But why they do what they do without fear is because they have succeeded in corrupting the system, making it difficult for the system to handle their matters.

This is why, especially in Africa anybody(Party) that wins election will change heads of every system just to put in those of shared interest(those that'll Support whatever they do), with zero interest of the masses.

Conclusion:
Most systems in some countries claim to be independent, but they're highly manipulated/controlled by these guys; telling them what to do and not to do, who to favour and who not to favour. Very bad!
