Here's My Take:
WHEN THERE'S NATURAL AFFECTION, there'll be
5. Investment: where there's Natural Affection there'll be investments. Where there's Natural Affection, people will see reasons to invest. They'll live freely and relate with each other. Without fear or segregation, foreigners will do their businesses alongside the locals.
The locals won't feel marginalized or overshadowed, while the foreigners won't be hated or chased around like intruders or land grabbers. Because Love Leads..
One of the reasons why it's important to let foreigners that want to invest in your land breath is because those that are locals in their lands are also foreigners in another man's(their investor's) land. Unless those locals will never leave their lands for any reason. But in everything, where there's Natural Affection living together, will never be an issue.
Conclusion:
Let this Scripture always be in your mind Matthew (7:12): “In everything, do to others what you would have them do to you."
