It's only in Africa, especially Nigeria, precisely the Southern part of Nigeria, that you'll want to help someone. The person will demand that you settle him/her before you help him/her.
It's only in this part of the world that an individual or NGO or Government would want to do something(help) for the community, the people living in that community will demand for settlement first, before such help will be given to them.
Imagine a community that doesn't have a road or electricity or clean water for drinking. And a good Samaritan or NGO or Government decided to help them. Instead of doing everything to ensure that such projects commence without obstruction, they chose to demand settlement first.
If you're the person that wants to help them, will you continue? Because if it's me, I won't.
